How about this wait time I'm sure most people will disagree

- If your ratio < 0.5 and/or your upload < 5.0 GB wait = 24 hours
- If your ratio < 0.65 and/or your upload < 5.0 GB wait = 12 hours
- If your ratio < 0.8 and/or your upload < 5.0 GB wait = 6 hours
- If your ratio < 0.95 and/or your upload < 5.0 GB wait = 3 hours
- If your ratio > 0.95 and/or your upload > 10.0 GB wait = 0

"And/or" means any or both. Your delay will be the largest one for which you meet at least one condition.
