Haven't tried but Seeing by the keys the posted hack changes in the registry, It seems the hack only reduces the time you need to pause over an item with the mouse pointer before the submenu pops.
It is not going to fast up your PC. resource hogging applications will still crawl slower than earthworms.

moreover, it can be annoying to see submenus popping out every where without you pausing over them. as the delay time has been suggested to be set to '0'
